 Cell: 320,000,000
C-17: 360,000,000
C-18: 350,000,000
Cell put up a decent fight with Piccolo so he shouldn't be too much weaker than Piccolo, whom is equal to or stronger than C-17 at this point.

 Weighted Piccolo rivalled 18, and FP Piccolo = 17, so I don't think his weights affected his power as dramatically.

No.17: “What?! Looks like Doctor Gero screwed up again. Your radar is broken. There’s no power in the world that rivals mine.”


Heavy Pickles rivals them both, according to 16... neatly placing him between the two androids.

 It just seems like 16 is making a rough estimate. He says 'you two', and we know 17 is a bit stronger than 18. Let's say 17 is 800. 18 could be 700 and Piccolo/Cell could be 600. Makes perfect sense to me. That's a rough estimate.

A key thing to note is that 16 says one of the powers rivals the androids... not both. Wouldn't it make more sense (using your numbers as an example) to have something along the lines of:

Android 17 - 800
Weighted Piccolo - 750ish
Android 18 - 700
Cell - 650ish

As you have said, Android 17 is "a bit stronger" than 18... similarly, Piccolo would be "a bit stronger" than Cell. This would allow "one" of the powers to rival both the androids, while the other only rivals 18. Then, post arm-absorption you could have Pickles go down a bit, and Cell go up a bit... allowing the gap to be near non-existent... if you so desired.
